Usually the state where the resort sits, and your contract normally says which law governs. It is often not the state you live in, and it is almost never the state the salesperson called from. If the contract names a state, use that one.
In many states the clock starts on the later of signing or receiving the public offering statement. A developer who was slow with the paperwork may have handed you more time than you think. In a few states the window does not start at all until the documents arrive.

Almost certainly not. The FTC's Cooling-Off Rule covers many sales made at your home or at a seller's temporary location, which describes a timeshare presentation, but it excludes sales involving real estate. A deeded timeshare is real estate. Do not let anyone tell you the federal rule has you covered.
